The Office of the City Auditor was established pursuant to City Ordinance 31-15 and operates as an independent function reporting directly to the City Commission.

About the Office

The Office of the Internal Auditor supports accountability, transparency, and effective governance by providing independent assurance and advisory services across City operations. Assurance services examine past and current operations to provide reliable, objective information for decision-makers, while advisory services provide forward-looking insight, strategic guidance, and specialized expertise to help management anticipate risks, improve performance, and plan effectively.

 Elena Georgiev serves as the City Auditor for the City of Delray Beach. She believes effective auditing is about more than identifying problems—it is about helping organizations operate more effectively, responsibly, and transparently. With extensive experience in risk assessment, auditing, and compliance, Elena works collaboratively with City leadership and staff to strengthen governance, accountability, and public trust.

Allison Cerna serves as the Internal Audit Intern for the City of Delray Beach. Currently pursuing a combined BS/MS program in Computer Science and Data Science & Analytics at Florida Atlantic University. She believes that auditing is about leveraging data-driven insights to help the organization operate more efficiently, responsibly, and transparently. With a focus on automation and analytical precision, she is committed to developing technical tools that strengthen municipal accountability and public trust.
