  • Procured and installed CityWorks work order system. Completed Phase 1 for Utilities. Rolled out 40+ iPads for mobile workers.
  • Completed complete migration of servers from Microsoft to Hyper-V for Stabilization.
  • Completed complete migration of servers from Cisco UCS and EMC VNX (maintenance expired) to Dell FX2 Hyperconverged/blade hardware and Pure Storage.
    • Resulted in eliminating outages with telephone system, surveillance video system and Police E911 applications. > 99.999% uptime with no unplanned outages. (Hardware purchased in 2016, but wasn’t yet fully implemented!)
  • Completed Disaster Recovery Data Center move from Jacksonville to Tallahassee and created network for replication, saving $40k+ per year.
  • Implemented replication and failover scheme for production applications to the Tallahassee DR facilty using Zerto – Near – Zero recovery time in the event of a disaster where the primary data center is lost.
  • Purchased Dell notebook computers for key personnel for portability and EOC use.
  • Installed Cisco VPN AnyConnect for reliable and secure access to City networks.
  • Increased Internet Bandwidth from 50Mb/s total for the city to 3Gb/s – 60x the bandwidth – solving problems with telephone, Office 365 and enabling cloud applications for upload of video for Police evidence.com videos. Eliminated issues downloading videos for training.
  • Completed Office 365 Email Archiving project for public records requests in the Microsoft Cloud.
  • Completed migration of Utility Billing, Building, Community Improvement and some finance functions from older version of Superion ERP suite to latest version and moved from a local AS/400 installation to a Cloud offering.
  • Rolled out Telestaff at Police Department for scheduling and payroll.
  • Developed output files from Tyler for Benefits – Concentra, Cigna.
  • Adopted ITIL based incident and change management and approval policy through BossDesk cloud based system.
  • Stabilized network connections for the Mobile Command Center using PepWave device.
  • Installed Trend Micro Antivirus on all endpoint computers. There was no workstation virus protection prior.
  • Implemented Trend Micro Email Scanning for Office 365 – emails go to Trend Micro servers before they go to Microsoft for delivery – 70% of emails are deleted or flagged as malicious before delivery to City employees.
  • Initiate KnowBe4 Phishing testing and training campaign.
  • Initiated contract with Comcast to replace network connections that have Adelphia dark fiber that is no longer supported.
  • Designed project and initiated Laserfiche contract with Cities Digital for consulting and product for city-wide contract document management.
  • Migrated all document images from Optiview to Laserfiche so that we could abandon Optiview because of contract issues.
  • Upgraded Laserfiche to latest version with 50 users and separate, encrypted repository for Police documents.
  • Designed, implemented and tested a “portable Emergency Operations Center” which can set up telephones and computers for an EOC anywhere with a robust Internet connection connected to City servers. A completely functional EOC was set up and tested at a local hotel.
  • Completed demos and gained stakeholder consensus to move ahead with Tyler Energov implementation.
  • Began implementation of scanning of paper and microfilm documents to a proper document.
  • Procured and installed Surveillance Video storage system (800TB of usable storage) using Pivot3 hyperconverged systems.
  • Integrated Highland Beach Police into our dispatch system.
  • Rolled out our first Axon vehicle cameras with servers and upload to evidence.com.
  • Replaced copper FDLE connections with fiber.
  • Began restructuring department positions to more closely address the needs of our citizens and other departments – hiring application support specialists rather than programmers, building a cooperative matrix management organization for critical applications such as Geographic Information Systems, ERP, and Public Safety organizations.
  • Closed captioned over 100 hours of Commission meetings to comply with Consent decree.

Planned for upcoming year

  • Complete departmental re-organization by backfilling promoted positions.
  • Moving payment systems from Selectron onsite to Selectron in the cloud for Utility Billing and Permits.
  • Replace inter-building multimode fiber network connections with single mode fiber connection so that the network connecting City buildings is not dependent on power at any single building.
  • Roll out additional surveillance cameras as specified by Police Department.
  • Procure and install proper Video Management System for PD and City security use.
  • Deploy EnerGov in Community Development and Community Improvement departments.
  • Coalesce Geographic Information Systems into a cohesive IT-led organization.
  • Implement Timekeeping and Payroll as a Service in the cloud, with interfaces to Police and Fire Telestaff systems.
  • Remediate IP network across the City by replacing aging core switches and implementing OSPF routing. This will enable us to install another round of surveillance cameras and eliminate known performance bottlenecks.
  • Remediate or replace telephone system.
  • Replace 25% of general employee PC’s and 33% of Police and Fire rugged computers.
  • Replacing Police Dispatch admin lines with VoIP.
  • Disconnect AT&T analog equipment throughout City.
  • Implement printing of Code Violations in Inspector’s vehicles.
  • Implement e-bills for Utilities.
  • Implement EEG Video transcribing for Clerk’s office Close Captioning meetings. (New equipment.)
  • Move larger file servers to Tallahassee for replication and backup target.
  • Work with Utilities on SCADA project.
  • Work with Public Works to implement door locks and associated network.
  • Reduce help desk ticket from 300 per week to 150 per week through user education.
  • Renew Microsoft Enterprise agreement.
  • Renew ESRI agreement for GIS software.
  • Implement two factor authentication for all users.
  • Implement ADFS/Azure for better system management.
