The City of Delray Beach will host a groundbreaking on Thursday, January 29, 2026, at 11 a.m., to highlight construction of its new Water Treatment Plant, a nearly $300 million investment representing the largest infrastructure project in the City’s history.
The new water treatment plant will be a state-of-the-art facility, utilizing advanced nanofiltration technology to significantly enhance the quality of Delray Beach’s drinking water and ensure compliance with stringent federal drinking water regulations. This innovative treatment process will provide residents and businesses with safer, cleaner, and more reliable water, while supporting the city’s long-term resilience and environmental stewardship.

Why This Project Matters
Delray Beach’s existing water treatment facility has served the community for more than 60 years. The new Membrane Water Treatment Plant replaces aging infrastructure with modern technology designed to safeguard public health and support continued growth.
Key benefits of the project include:
- Improved water quality protections to meet evolving U.S. Environmental Protection Agency standards
- Enhanced system reliability and emergency preparedness, including upgraded backup power systems to maintain operations during storms or outages
- Long-term infrastructure resilience, ensuring safe and reliable drinking water for decades to come
With a cumulative project value of approximately $287 million, the initiative reflects a generational investment in one of the City’s most essential services.
“The provision of safe and reliable drinking water is among the most fundamental responsibilities of local government, and therefore this project represents far more than a construction milestone,” said Terrence R. Moore, ICMA-CM, City Manager of Delray Beach. “The new Water Treatment Plant is a long-term investment in public health, regulatory compliance, and infrastructure resilience, and it reflects the City Commission’s commitment to thoughtful planning and responsible stewardship. Likewise, by modernizing aging facilities and expanding capacity to meet both current demand and future regulatory requirements, City leadership is positioning Delray Beach to serve its residents and businesses with a reliable water system for decades to come.”
Project Background
Construction is being delivered through a progressive design-build approach with CDM Constructors, Inc., allowing the City to maintain cost certainty while advancing construction on a complex, highly regulated utility project. The City Commission approved the next phase of construction in December 2025, allowing the project to move forward on schedule.
The project is funded through two revenue bonds issued for water utility improvements. No additional City funds beyond the approved bond proceeds are required, and the project does not rely on the City’s General Fund.
