Capital Improvements 

Capital improvement projects are permanent structural change or the restoration of some aspect a property, neighborhood or roadway that will either enhance the its overall value, increase its useful life or adapt it to new uses. This includes projects such as seawalls and beach nourishment. For more information on sustainability projects visit Resilient Delray.

Current Projects

Project Updates

  • Construction for the project will begin on June 15th, 2020. Residents will be notified in advance of any work activities that would limit property access during
    construction. Normal daily operations (i.e. emergency vehicle, elderly are, mail delivery, trash pick-up, etc.) will be maintained throughout the duration of the project. View the Project construction schedule by street.
  • Starting the week of May 18th Baxter & Woodman will be onsite beginning to take Pre-Construction Aerial Drone Videos for the project. Throughout the project they will also be taking periodic progress aerial videos to document the project. Drone Flight Area at Village Academy

  

  • The VMS signs have been installed. They read the following: “ROAD WORK BEGINS” / “6/15/20” There are four installed located at the following locations:
    • SW 4th St - located just east of SW 12th Ave, for east bound traffic
    • SW 4th St - Located just east of Swinton Rd, for west bound traffic
    • SW 7th Ave - Just north of SW 4th St, for north bound traffic
    • SW 7th Ave - Just north of SW 1st St, for south bound traffic

Project Background:

The Southwest Neighborhood is located southwest of Delray Beach’s central business district. The area was platted over 50 years ago with most of the area platted between 1925 and 1961. It is comprised of approximately 1,900 parcels primarily zoned as residential. In partnership, the City and CRA completed a study and recent Redevelopment Plan for the area and reinvestment including infrastructure work – as included in this project – was recommended. On September 26, 2017, Delray Beach approved a contract to design the Southwest Neighborhood roads and alleys listed below including public outreach, and this website, as a key component of the project to ensure active engagement with impacted residents. Streets:

  • SW 4th St. from South Swinton Ave. to SW 10th Ave.
  • SW 6th St. from SW 4th Ave. to SW 8th Ave.
  • SW 7th Ave. from SW 1st St. to SW 8th Court
  • SW 3rd Court from SW 10th Ave. to SW 8th Ave.

 

Alleys:

  • SW 8th Ave. and SW 7th Ave. from SW 4th St. to SW 3rd St. (T Alley)
  • SW 6th Ave. and SW 5th Ave. from SW 4th St. to SW 2nd St. (Two Blocks)
  • SW 8th Ave. and SW 7th Ave. from SW 6th St. to SW 7th St.
  • SW 7th Ave. and SW 6th Ave. from SW 6th St. to SW 7th St.
  • SW 6th Ave. and SW 5th Ave. from SW 6th St. to SW 7th St.
  • SW 7th Ave. and SW 6th Ave. from SW 2nd St. to SW 3rd St.

Project Description:

The goal of this project is to design a project that will reconstruct and retrofit the existing public infrastructure to meet the needs of area residents, businesses and visitors. The primary components of the project include:

  • Resurfacing or reconstruction of 1.6 miles of roadway;
  • Construction of 1.0 miles of new permeable pavement alleyways;
  • Rehabilitation of the existing potable water, sanitary and storm sewer systems;
  • Improve area drainage and landscaped parkways;
  • Improve landscaping;
  • Install reclaimed water main improvements;
  • Improve sidewalk deficiencies (fill in gaps and replace trip hazards) meeting ADA standards; and,
  • Analyze and improve the area’s street lighting (LED) along the roadways in the project area and add lighting (LED) along the alleys in the project area.
  • Relocation of Existing Power Poles As Needed.

The City also requested that any sustainable “best practices” to address water quality also be considered as part of this project scope. These considerations will include permeable pavement for alleys, bio-swales in parkways and other ways to treat stormwater runoff.

Another key component of this project is to complete public outreach throughout the design process and there will be multiple ways for residents to monitor the project’s progress and provide input.
